The 2021 to 2023 Immigration Levels Plan is aiming to welcome around 60 percent of all immigrants under the economic class programs, which includes Express Entry and Provincial Nominee Program.

Federal Skilled Worker Program (Express Entry)
The Federal Skilled Worker Program (Express Entry) is a program that is for people that meet the eligibility criteria such as skills and experience to work in the country. Candidates in this program are selected through the Express Entry System.
How this program works?
In order to know if you are eligible for this type of program, you are required to have:
- The capabilities of speaking french or english
- Work experience
- Proper education

Canadian Experience Class
The IRCC (Immigration, Refugees and Citizenship Canada) launched the Canadian Experience Class program in the year 2008 with hopes of offering a skilled workers from different countries to obtain permanent residency status in the country. CEC (Canadian Experience Class) has grown into one of the largest immigration pathways for skilled workers in the country. It is also called by the government as a huge success in the country, considering that it offers a lot of opportunities for skilled immigrants.
How The CEC (Canadian Experience Class Works)
The IRCC uses the Express Entry to manage skilled worker applications for 3 programs, which includes the Canadian Experience Class.
In order to be eligible for this, you need to meet the minimum requirement or eligibility criteria for CEC. Once you become eligible, you are then required to submit an official Express Entry profile on the official website of IRCC. Once you submit your profile, it will be included in a poll, where Express Entry sends out permanent resident invitations to candidates that have the highest CRS scores.
If you receive an invitation, you can then apply for Permanent Residency in this program.

Federal Skilled Trades Program
What is the FSTP?
The Federal Skilled Trades Program (FSTP) Express Entry is an immigration program that is administered by the IRCC (Immigration, Refugees and Citizenship Canada. It is also one of the three skilled worker programs that fall under the Express Entry system of Canada.
Minimum Requirements For FSTP
In order to be eligible for the Federal Skilled Trades Program, you need to have:
- Full time job offer from a Canadian employer for a total period of at least 1 year
- Certificate of qualification from a provincial, territorial or federal governing body
- Language proficiency score in French or English that is measured by the Canadian Language Benchmark (CLB)
- Niveaux de compétence linguistique canadiens (NCLC)
- Level 4 for writing and reading and level 5 for listening and speaking
- At least 2 years of full time work experience in the last 5 years
- Ability to show that you meet the job requirements of your skilled trade
- Have enough money for you and your family to settle in Canada
- Have a valid job offer or are legally working in Canada

Comprehensive Ranking System
The new immigrants of Canada are brought in through the Express Entry, where the candidates’ CRS Score plays a huge role in the drawing part. The Express Entry is a dynamic system, where skilled worker candidates with the highest CRS Score is invited by the government of Canada to come to the country and get Permanent Residency.
The government of Canada uses the CRS (Comprehensive Ranking System) to score Express Entry Candidates. The CRS evaluates each candidate based on the experience that they have. The system looks at the age, education, language skills, work experience, and other things in order to give them a score.

How to improve CRS Score?
In order to receive an ITA, you need to improve your CRS Score. But what exactly can you do?
There are 2 things that you can do in order to improve your Comprehensive Ranking System Score. The first one is to have a really good Express Entry profile and the second one is to prepare for an ITA or Provincial Nomination.

What is the Minimum CRS Score?
The Minimum CRS Score in order to get a Canadian Permanent Residency is 500. If your CRS Score is lower than that, it might be possible that you will not get an invitation to apply for permanent residency.

ITA (Invitation to Apply)
An ITA is offered to a candidate in the Express Entry Pool who has been selected to apply for Immigration to Canada by the Immigration, Refugees and Citizenship Canada via the Express Entry system, which is the main system that is used to offer permanent residency to immigrants.
Invitations to Apply are issued when the IRCC carries out a draw from the Express Entry pool once every 2 weeks. Candidates with the highest CRS Scores receive an ITA.
In short, the Invitation to Apply for Permanent Residence Canada is an invitation that allows immigrants who have submitted a profile in the Express Entry system to apply for permanent residency in Canada.

- Valid passport
- Birth certificate
- Language test results
- Documentation for work experience
- Police clearance certificate
- Medical
- Photographs of application
- Photographs of family members
- Canadian Education Credential (CEC)
- Educational Credential Assessment (ECA)
- Letter of attestation
- Official transcripts of post-secondary education study program courses

- Proof of family relationship(s) in Canada
- Proof of settlement funds
- Marriage certificate
- Divorce or annulment certificate(s)
- Death certificate(s) for former spouse(s) or common-law partner(s)
- Children’s birth certificates
- Adoption papers
- Proof of full custody for children
- Travel documents
- Certified copy of a certificate of qualification in a skilled trade occupation issued by a Canadian provincial/territorial authority
- Copies of work contracts and/or pay stubs
- Documents relating to income taxation
Please note that the listed documentation list above is not the full list. Depending on the program that you are in, you might need more or less documents.
ITA Expiration
If you get the ITA and no application is made, the ITA will automatically be deleted.
Also, Candidates who do not decline an Invitation to Apply and who do not apply within the 90 day period will automatically get an expired ITA.
In case you change your mind and apply again, you can, however, you are required to create a new Express Entry profile, wait till you get accepted in a pool and wait till you get a new Invitation to Apply.

Immigration Pathways For Hong Kong Residents
Canada recently added 2 new pathways to permanent residency for residents of Hong Kong who have worked or studied in Canada.
They are the following:
Stream A:
The first stream is open to former residents of Hong Kong who have graduated from a post-secondary learning institution in the country of Canada in the last 3 years.
Please do keep in mind that it is required that the candidate should have completed at least 50 percent of the program while being physically present in Canada even if some of the classes were carried out online.
Here are some other things that the candidate needs:
- Candidates must have graduated with a degree
- Candidates must have a diploma
- Candidates must be a graduate or post-graduate credential from a post-secondary learning institution in Canada in the last 3 years
- Candidates must meet the language requirements in English or French
- Candidates must have a valid temporary resident status in Canada
- Candidates must live in a province or territory other than Quebec
Please do note that these are just some of the many requirements for this stream.
Stream B:
The second stream is open to former Hong Kong residents that have graduated from a post-secondary learning institution in Canada or abroad. Also, they need to have at least 1 year of work experience in Canada.
Here are some other things that are required:
- Candidates must have a degree
- Candidates must have a diploma
- Candidates must have graduated from a post-secondary learning institution in or abroad within the last 5 years
- Candidates must have post-graduate credential in Canada or abroad within the last 5 years
- Candidates must have at least 1 year of work experience in Canada in the last 3 years
- Candidates must meet the language requirements in English
- Candidates must meet the language requirements in French
- Candidates must have a valid temporary resident status in Canada

Open Work Permit For Hong Kong Graduates
Residents of Hong Kong can also apply for an open work permit, which is valid for up to 3 years.
This type of work permit allows people of Hong Kong to gain work experience in Canada and get permanent residency status in the future.
In order to be eligible for this type of program, you should:
- Hold a passport that is valid and is issued by the Hong Kong Special Administrative Region or the United Kingdom to a British
- Have graduated within the last 5 years
- Have obtained a university degree from a program of at least 2 years in duration
- Have obtained a university diploma of at least 2 years in duration

Alberta Immigrant Nominee Program (AINP)

Caregivers
If you are a caregiver and are looking to move into Canada, there are bunch of pathways that you can opt into.
LCP (Live-In Caregiver Program)
The Live In Caregiver Program is for individuals that are already working in Canada. You are required to have at least 2 years of experience in this before you can apply.
In order to apply for permanent residency via this program, applications are required to:
- Have 2 years of work experience in the program
- Have an approved LCP work permit
- Be working in Canada with an LCP work permit
Also, the caregivers need to be approved for their first LCP work permit based on an employer’s positive LMIA (Labour Market Impact Assessment) application that was submitted on or before November 30, 2014.
The Home Child Care Provider Pilot
The Home Child Care Provider Pilot and Home Support Worker Pilot is a pathway that allows eligible caregivers to get permanent residents in Canada.
In order to apply for Permanent Residency they need to have 2 years of Canadian work experience.
Please note that Caregivers with work experience in NOC 4411 (excluding foster parents) are eligible for permanent residency through the Home Child Care Provider Pilot.
Home Support Worker Pilot
The Home Child Care Provider Pilot and Home Support Worker Pilot is a pathway that allows eligible caregivers to get permanent residents in Canada.
In order to apply for Permanent Residency they need to have 2 years of Canadian work experience.
Please do note that note that Caregivers with work experience in NOC 4412 (excluding housekeepers) are eligible for permanent residency through the Home Support Worker Pilot.

Canada Agri-Food Immigration Pilot
The government of Canada launched the Canada Agri-Food Immigration Pilot in 2020 with hopes of bringing in workers and sustain its growth output.
However, this program will only accept applications for 3 years.
Eligible candidates are requested to send out their applications from May 15, 202 to May 14, 2023.
On a yearly basis, around 2750 applications are going to be accepted each year and for this year, the government of Canada has made it clear that they are going to target people that are already in Canada because of the ongoing pandemic and the travel restrictions that it has brought.
Here are the eligible occupations you can apply in:
- Retail butcher
- Industrial butcher
- Food processing labourer
- Harvesting labourer for year-round mushroom production
- Harvesting labourer for year-round greenhouse crop production
- Harvesting labourer for year-round livestock raising
- Farm supervisor or Specialised livestock worker
- Farm supervisor or Specialised livestock worker for meat processing
- Farm supervisor or Specialised livestock worker for mushroom production
- Farm supervisor or Specialised livestock worker for greenhouse crop production
- Farm supervisor or Specialised livestock worker for livestock raising
Eligibility requirements for Agri-Food Immigration Pilot
- 12 month full-time work experience in Temporary Foreign Worker Program
- Canadian language benchmark level 4 in English
- Canadian language benchmark level 4 in French
- Foreign equivalent of a high-school level education
- Foreign equivalent of higher education
- Job offer for full time work in Canada outside Quebec
- Job offer for non-seasonal work in Canada outsi de of Quebec
